Digital Economy regulations

E-Commerce Laws

Establishes framework to shift away from cash-on-delivery payment methods towards digital payments by 2029. Mandates the creation of a national e-commerce council to regulate and support the e-commerce sector and engage with international payment providers.

Cyber Security Laws

Introduces offenses to tackle cyberstalking, online harassment, forgery, blasphemy and forms of cyberterrorism. Grants the Pakistan Telecommunication Authority (PTA) power to remove or block access to online information if in the interest of Islam or the integrity, security or defense of Pakistan.​

Online Content Laws

Grants PEMRA the power to issue licenses for broadcast media and distribution services. Includes a code of conduct for media broadcasters that prevents the airing of programs that sow sectarian or religious discord, injury public morality, and incite violence and anti-state attitudes.

Data Privacy Laws

Will establish a National Commission for Personal Data Protection (NCPDP) to regulate, support companies involved in data collection. Ensures the right of individuals to access and amend their personal data. Firms must receive consent to collection data and ensure its protection.

Emerging Tech Laws

Aims to convert 30% of total number of vehicles, including cars and rickshaws, into electric vehicles in its first phase and ultimately convert 100,000 cars and 500,000 two- and three-wheeler vehicles in four years. Implements several incentive and subsidy initiatives including fuel import bill substitution to promote EV development.
