Authority of Regulation (ARE)

Responsible for telecommunications and post, as well as the regulation of water and electricity. 

Ministry of Commerce, Industry, & Tourism

Promotes tourism and provides legislatory framework relating to commerce.

Ministry of Culture, Handicraft, & Parliamentary Liaison

Develops legislation relating to the protection and promotion of Mauritanian culture.

Mauritania Program for Regional Communications Infrastructure in West Africa

Financed by the World Bank, aims to provide access to all its citizens to the internet and increase economic growth by stimulating investment in broadband Internet.

Accelerated Growth and Shared Prosperity 2016-2030

Lays out strategy for accelerated and inclusive economic growth that aims to raise GDP and employment, reduce inequality, eliminate extreme poverty and half overall poverty by 2030. 

National Cybercrime Strategy 2019-2022

Develops plan to equip the public and private sector stakeholders with the means to protect themselves against evolving cyberthreats. Prioritizes five key pillars; protection of government systems, critical infrastructure, development of digital skills and awareness, regulatory framework, and international cooperation. 

Digital Economy regulations

E-Commerce Laws

Addresses validity of electronic signatures and defines and regulates electronic transactions. 

Cyber Security Laws

Lists transgressions that are considered to be cybercrime, including data breaches, racist acts, crimes relating to national security, and their penalties.

Online Content Laws

Ended state monopoly on telecommunications sector, guarantees universal access to telecom services, and created the Telecommunications Regulatory Body (ARE).

Sets legal framework for internet access, financing universal access, and the protection of internet and communications users.

Strengthens the existing death penalty punishments for certain blasphemy offences, namely apostasy, by revoking the possibility of repentance as a way to avoid a death sentence.

Data Privacy Laws

Sets framework for the processing of personal data, to protect against invasions of privacy with respect to the fundamental rights and freedoms of citizens.
